You know instead of the shit buff jinx got, why not make her W/E lockout time scale with AS?

Makes the spells a bit more useable later on without making her shit lane stronger.

It doesnt matter her W has a 4s cd at rank 5 when jinx doesnt have the mana pool to use it, and even if she did she wouldnt use it because its worse than autoing because the thing is so easy to dodge and telegraphed, not even to mention you are a sitting duck while using it, using 90 mana and sitting still for a full second for it to do 150 damage to a frontline (if it even hits anything), ayy lmao.

Basically with the limitations it has the ability needs to be made stronger OR it needs to be more usable, making it smoother to use like reducing the cast/lock time with level, attack speed or something.

But we cant have strong/viable jinx again right? But they are not scared of giving sivir (whos ALREADY PLAYED IN COMPETITIVE PLAY in the last patch) up to 55 damage on a rank 1 spell at lvl 1, meanwhile poor jinx havent been competitive since the end of 2015.
