A suggestion for a change on transendence mastery

Reduce the stat gain from it on overcapped cdr but in turn, make it so it gives you 1% cdr p/lvl that caps at 10% at lvl 10 instead of 0% lvl 1~9 and then 10% at 10.

Would smooth it early on and make it actually do something early game while reducing the cheese builds (which arent even too great anyway), would just make it more about the actual cdr for champs that NEED its cdr earlier on and less about random free stats.
