Like 1FA + Blind/Draft. Basically if a champion is selected anyone else can use them still, on either side (unless banned in draft of course). Sometimes you just want 4 Zileans protecting 1 Kog' Maw or 3 Malphites and 2 Yasuos comboing it up.
