There are some problems with it. Its a decent item, or a busted item depending on the stats and who is in the game. Its op vs ekko. Its op on graves and fiora. But its probably UP vs annie. So I really cant make up my mind and I dont think it can be balanced.

It doesnt need to go. It finally gives squishy AD champs way to survive AP burst. Gives AD matchups counterplay against Leblanc, Fizz, Ekko, Diana, Azir, Ahri.

Fiora IS squishy. Her only defense is her W that can be baited easily. Graves is only tanky after using his E. After that he gets beasted. I have seen Graves getting bound by Lux Q and oneshotted through hexdrinker.
