Thank you for changing Stormrazor!

It was obvious the item was going to be a nightmare to balance and made certain champions straight up busted. Some questions for any red:

1.) Is there anything specifically that led to this major change in the item? was it certain abuses or something larger? Did you have any other design ideas for the passive?

2.) The item seems a LOT less valuable in the hands of a lot of assassins now - was this your intention as well?
