Idk tbh I think riot knows riven is a trash moba character design and that without brainless damage, cc, mobility, and shields, she'd be underpowered. Kinda like rengar, where he is only strong or weak, never balanced.

Lissandra is a cc bot and priority pick in LCS while average in solo Q but riven is a nightmare in solo Q AND we know that Riot balances around LCS, challenger/grandmaster/master 97% of the time. Everything above plat maybe be look at and take action after a very LONG investigation that will result at best as a -5 MS nerf.
Lissandra has spammable waveclear, CC (soft and hard), a heal, and a zhonyas
Riven has...wait for it....damage, mobility, and a shield.
One of these champs is also ranged while the other is melee.
I had 4 levels on a support Riven, as a
