Add status immobilizing CC, such as silence, to the New Sunfire Cape/Cinderhulk fire nova effect

Once every 10 seconds, your next immobilizing ability deals 12-29 (+0.04 bonus health) to all enemies it hits and releases a fire nova that also deals that bonus damage around you

Jungle would be a lot more viable if his Q proc'd the effect. Silence does count as a soft immobilizing CC, so it should proc it. I love Jungle Garen, but right now he is too squishy in the jungle and the warrior enchantment on the Jungle item leaves him lacking damage and bulk. It's an alright item on him, but it definitely doesn't give Garen any way to do what Garen needs to do. Sunfire used to be a staple item on Garen toplane too, but since he got changed its become pretty mediocre on him. If his Q can proc the fire nova effect then Sunfire Cape and Cinderhulk can once again become staple Garen items.
