Ryze isn't late game hyper scaling anymore and he doesn't have a strong early game

He was late game when he had late game stats with his R but now he lacks late game. Instead he is just a snare bot with team teleport that doesn't work below Plat

The argument becomes "Ryze is bad because he is picked in proplay" but he isn't picked as often anymore since there are far better reliable picks like Zoe and Swain. But Zoe and Swain aren't exclusively balanced for proplay. Zoe is being surgically nerfed. By surgically I mean they are carefully patch by patch nerfing her until she becomes what Ryze is currently which is useless in lower elo and brilliant in high elo

remember RNG and how Riot wanted to control RNG? what happened with that philosophy when making Zoe?
