Smite Top Lane

I've been seeing a lot of pros/high elo games where people are taking smite top lane for I think its pretty cool but I was wondering if there was a reason riot doesn't just make a tank item that increases bonus health that doesn't require smite? Idk if this would be bad or OP but it doesn't seem likely and I was kind of curious on everyone's thoughts.

edit: i guess this mite take away from the success of tank junglers now?
