Nerf Illaoi Tentacle damage by 10% each tentacle and her heal to 4% missing health
While this seems like a small nerf, it is freaking huge with multiple tentacles.
But if this nerf goes through, buff her utility in tentacles by giving them a slow that is weak if hit by a tentacle once but stacks up to crazy amounts.
