As much as I hate Brand support, I've learned how to deal with him. I main support, and I see him pop up every now and again. Sometimes he's good, and sometimes he's an autofill. You can tell the difference pretty quickly.
I'm someone who plays actual supports most of the time, sprinkling in the occasional Zyra (but she's actually got supportive abilities and zoning tools, and building Locket on her doesn't punish her in the slightest). So when facing a Brand, I tend to prioritize Locket and Redemption over all else. He can't kill you if you can sustain it back up. He can poke, but if you manage it, he ends up running oom and is very squishy if caught.
His kit is annoying, and I, too, scoffed at the recent buff he received, as it was not needed. Scorch is a thing, and he didn't need his passive burn to be buffed. But that just means playing a support that can deal with a potential Brand is important. Taric to absorb damage and sustain. Leona or Alistar to engage if he gets out of position. Braum to block his ult. Janna, Lulu, Nami, Morgana to shield, sustain, and/or mitigate his damage.
Once you get past Brand, his ADC is usually without peel. So you have to understand what you need to do against Brand and execute. Rush Locket. Rush boots to help dodge his skills (don't run Magical Footwear if you see a Brand support). Punish his ADC for not having a peeling support.
With all that being said, yes Brand is a little too strong. But you have to adapt and learn to deal with him. Even if that means ADCs speccing into Sorcery for Nullifying Orb. Adapt your playstyle, itemization, and rune setup. Complaining about something is one thing, but if you consistently lose to it, that means you're doing something wrong.
