Why is exactly janna being nerfed while lulu is being ignored??

Both janna and lulu have very high pick and ban rates, it doesnt make sense to nerf only janna and not nerf lulu, like atleast nerf both????

Lulu is even more obnoxious in lane than janna, if anything she should be the one getting nerfed hard, it blows my mind on how polymorph is still a no counterplay middle finger for melee champs for all those years that its ridiculous, like double that shit CD at the very least so she cant spam 2.5s point and click hard disables + the rest of her kit.
