Literally no one. Not even against melees. I think she has THE MOST atrocious laning phase. No other mid champions has it worse than her. You could argue that winning lane is not important if you could offer your team utility.
Well, the thing is, tanks all offer the same amount of utility but a lot more damage. 
What's interesting is that she has one of the highest winrates past 40min, 60%+

For real, enemy team once had one, we had no clue what or how to play vs her. She was constantly healing herself with ult or something stupid and never died.
