Since the adc nerfs are already confirmed for 8.10 and 8.11 yet nothing is said about tanks and supports, who are juts as strong if not stronger than adcs are atm.
If you just nerf adcs nothing will change, they'll just be replaced by late game mages or whatever hyperscalling champ and the spam tank + support items gameplay is still going to dominate the game.

Supports only "make them un instagibbed" really, which is all the time an ADC needs to kill is is roughly 2-3 seconds. If ADC's didn't kill you as punishment for not deleting them in 0.5 seconds, another champions daring to protect them wouldn't be as big a deal.
