Is the Twisted Fate buff still happening?

I want a hotfix to his ultimate; clicking outside of the range makes him run NOT cast at max range. There are so many times that I play TF; that I need to freak ult to get out (but I just run into a wall because of pathing + the ability doesn't cast)

The E changes mean nothing, I would rather his Q damage goes up; simply because for a twisted fate to do good; he has to sacrifice his lane for a bit (often times not being able to 1 shot the ranged creeps gets frustrating).

It's a VERY SLOW PROJECTILE; make it powerful?

Riot could have gone so many different ways with a buff to twisted fate; Like instead of blue cards being god awful; they could just empower his Q cast or give him a stacked deck on top of single target damage.
