Is Rek Sai OP or Hecarim UP?

One of those two option has to be the case, considering that Rek'Sai main weakness is supposed to be not having an in-fight-ultimate. Yet Rek Sai can easily 1v1 Hecarim at any point of the game, regardless of his ultimate - and even if he (Hecarim) has an item advantage over her. Yes, Hecarim has his ultimate - but let's face it, Rek Sai's AoE knockup is as good, if not better since opposed to Hecarims 1s fear it at least isn't reduced by tenacity and masteries.

Please Riot, compensate Hecarim for all that he has lost since his introduction! Make him viable in the current meta. I know you are introducing slight PvE buffs for him on PBE, but you are missing the point!

This kind of logic is why there are still people who think Darius is OP.

Comparing champions only by dueling power is not fair. Is Master Yi OP or Thresh UP? Because Master Yi can easily 1v1 Thresh at any point of the game.

Hecarim could use some love, but I hope they emphasize his strengths rather than just giving raw dueling power.

Rek Sai and Hecarim have exactly the same role. Being a mobile bruiser with map presence and a good, strong ganks and an AoE CC initiation. In this role however Rek Sai is miles better than Hecarim AND he's better in a straight 1on1 - even though he is supposed to have a weakness for his better mobility.

Your Thresh / Yi comparison is completeoly off.
