He was never really changed, to my knowledge. Singed is just a very high game knowledge and strategy related champion. It's very difficult to "outplay" a Singed in the microgame, which is where a lot of the frustration surrounding his gameplay comes from. To counter an experienced Singed player, you have to effectively make use of his macrogame weaknesses.

They buffed him a few patches ago and hes been dominating as the best top laner for a while, they buffed his damage and gave him a new passive that allows him to draft off champions making him even harder to catch
