So new runes are out, can we nerf Twitch already?

Idk why the balance team thought the new runes would make Twitch any less overpowered when his problem comes directly from his overpowered kit.

Now can we gut Twitch into oblivion until his pickrate/winrate goes negative while we wait for a rework?
