Pantheon can solo Dragon at level 3 taking 0 damage

I hope they just make Dragon attack faster but deal the same damage overall to "fix" this rather than nerfing Pantheon to the ground.

This. Pantheon isn't the problem. Its the fact Derpy Dragon takes 5s to attack allowing him to proc his 4 auto passive shield block and 2 stun alternatively

Still looking for his nerf or overhaul.

Id like to see Pantheon retooled to be more of a Caster Bruiser rather than a Caster Assassin that is forced to build Bruiser late.

Something like Q being a skillshot to relieve over-pressuring in lane, E being AS centric and Total AD instead of bonus and fixed etc.,

Im pretty sure he can but the maker of the video didn't specify which runes or masteries he used.

Dragon attacks slightly slower than on live though...

Pantheon can still do dragon really well early if it attacks slightly faster, but I dont know what the implications for everyone else will be if it attacks faster in general.

Even if it does the same damage overall, it would interact differently with health and armor at that point.
