No, he wasn't. you could just push him all the time to his turret and he wouldn't do absolute nothing. Runeglaive not only gives him CD, but waveclear.

I agree that Runeglaive makes him more viable but the endless cries about OP after witnessing an Ez. ult and not even standing behind minions or the tank are just retarded. He is a strong pick in many situations but people act like he's pre-Devourer nerf WW rocking a 60% winrate. Even in Diamond he's only at 47%. Having big late game damage is only one aspect of a champion. He also has many counters. For example, he has sub 40% winrates in Plat+ vs Heimerdinger, Talon and Malzahar. Although, I think Ahri, Yasuo and many other champs. can punish him if played properly.

Also, waveclear wasn't the only issue with him. I think the lack of CC, roaming pressure or kill pressure all play a role. His waveclear is better after spending 2250g and taking Smite but it is still not good unless he uses ult. He's literally the definition of FoTM.
