There are 5 tiers,

New to MOBA, New to League, Adequate, Skillfull, and Veteran.

Each new account starts in new to league, and each win or lose streak bumps you up or down each tier, and you can only play with people of your tier.

And if people intentionally feed to stay lower, well thats already reportable

There are 29 levels for people who are new to get used to the game. I think that's pretty adequate.
