Why?

HEALTH AND MANA RESTORED OVER 25 SECS: 175 / 250 / 400

So basically you only restore 25/100/250 Mana over 25 seconds

Because it additionally offers him:

  • bonus HP regeneration?
  • bonus AP?
  • bonus Armor & Mr?
  • bonus Movement Speed?
  • and also the bonus mana regeneration to keep up his Q lots?

That just isn't really why. It is because he shouldn't be able to use it while he doesn't have mana, otherwise he would be able to never really worry about mana at all.

you put part of the mana cost in, and in exchange, you gain a larger amount back, in addition to the other stat steroids it gives.

so it isn't free cost but doesn't cripple his mana usage (very important considering his playstyle of ulting, running in and spending a lot of time in fight using up mana with his Q + those Ws and Es when possible)

It gives him mana regen because mid-late game it is important to him. However, they want Singed to have to worry at least a little bit about his mana costs. They therefore need to give it a higher cost.

I guess, anyway...
