How Do You Beat Graves Top?

Im not QQing, im literally asking for advice.

I was Volibear and they picked Graves, I figured I'd have a tough lane so Olaf basically camped me and helped me kill him. Pretty sure we got him like 4 or 5 times and he got Olaf once. He then teleports bottom and no one on my team could kill him because he was so tanky. He got several kills then roamed around killing our team. His damage is freakin insane and his low range doesn't matter because he is super tanky. We shut him down in lane so I'm not sure how my team couldn't even fight him off. Even with Steraks and Deadmans plus all tank runes, he could 3 shot me, AA Q on wall then ult.

So obviously I have no clue what happened, what does one do against Graves? He was seemingly tankier then me because he was front lining our team by himself, he outdamaged our LeBlanc who was very fed, and he was too mobile to catch as Olaf and Volibear. He picked after me but for future reference who do I pick against him? Also what should I be building? I didn't think Frozen Heart would be good so I went for Deadmans so i could catch him and Steraks to survive his burst. Didn't work. I couldn't help him killing my entire team because my Tele was down so that I need to live with but even with the same amount of kills and about 10 CS difference there was nothing I could do to him even if i caught him, he was just so damn tanky.

Again, I am not QQing, I don't have any experience laning against him as a Top laner. I can deal with him when he ADC's or Jungles and I have been destroyed by him before but only when he is fed this time I thought I did everything right and still lost.
