Short range ADCs are not allowed mobility meanwhile the longest range ADC can have mobility with a slow to the target.
Why is Caitlyn allowed to place traps directly underneath a champion? Why is she allowed to block off a lane or bush with traps spam?

Conditional CC would be like Annie's stun or Ryze's root - Something needs to happen before it's CC, otherwise it's just damage (or possibly a slow or CC of trivial length.

Maybe because Aatrox requires skill to play even decently? High skilled champions should have strong kits to reward the player. Caitlyn gets a strong kit for free while the player stands there at 700 range right clicking to win.
