Has Riot made plans for reporting summoners in champion select?

We've all been there... You're in champion select and we all know that pick order comes first, no matter what; however, we often get that person who does not care if Summoner #1 wants to play top, because they always top and if they don't get top, they will troll and feed and make sure you know it.

I propose an option to report summoners in Champion Select. If enough people report, that person gets booted and has to wait 10 minutes or something while everyone else is back to queue.

This has been suggested before and someone suggested a flaw. What if someone reports another player because they want to play Quinn top? This is breaking the meta, of course, but it is a perfectly viable thing that wins a lot. Urgot mid, Fiora bot... These are things I thought would fail, but did exceptionally well.

Riot always says they want to encourage people to break the meta. So, people should not be allowed to ban or report someone for breaking the meta and trying new things, as long as they are ACTUALLY TRYING.

You should only be able to report someone in Champion Select for trolling. Plain and simple.

Anyway, this is something that has been proposed that I strongly agree with. I'm sure there are a million flaws with this that you're prepared to throw at me; so, let me put on my armor first.
