Jax used to be played Botlane

after this, Jax botlane became a pick in soloq for 4 or 5 months before massive nerfs

the reason people never played anything but adc was because melee sucked in this game and riot never was able to do viable melee carries except jax, yi and trynd sucked above diamond

Now we have yasuo and fiora, why aren't they played bot? why isn't jax played bot anymore? because we buffed adc after 2012, this is the only answer i can find we buffed them in 2013 with xypherous, and then in 2015 with the rework

That was way back there. I don't remember exactly when, but double bruiser bot lanes were a thing sometime around S1. I think this was also when dodge was still in the game, and Jax could use it better than anyone.

Regardless, as CertainlyT demonstrated with his two attempts at melee botlaners you either need:

A. Kit that's overloaded and takes agency away from your opposing laner. Yasuo B. Horribly overpowered numbers and an unfair advantage. Mordekaiser

And even then, both of those guys eventually settled into solo lanes because it's just plain easier for them to play the game if they don't have to contend not only with a ranged vs melee lane but also an opposing support as well.

If you want to see more melee bot laners, Riot is going to have to fix the melee vs ranged lane matchup. That would be things like lowering the AD of ranged champions, or improving the base stats of melee champs more, or actually making item 1054 worth the gold you spend on it. Something like that. Because otherwise, melee champs have to work too hard just to survive, let alone thrive, against ranged champions in lane.
