Alright Twisted Fate mains, Help meh out :)

So i'm trying to understand his change in item build. Before, i saw a lot of , , 5% cdr masteries 5% cdr runes. Really putting emphasis on getting 40% cdr. Now people are building and instead. Granted gives 10% now, you still only have 20% from and . So is 40% cdr not as valuable anymore on him? If not, howcome? And if not, why not just get ?
