Why are you given lower MMR teams for promos?

Why is it that when you get into promos for a division or tier you are put on a team with worse/lower MMR players to rank up. In a game so dependent on team play it doesn't make sense for Riot to say "you have been playing well lately and you made it to your promos, Congrats! Now to move on you are going to need to carry these players who are worse than the enemy team so we know you are good enough to be promoted." It would be like playing on an athletic team made up of college players and in order to go to a Semi-Pro league you would need to win on a team of high school players vs your normal college opponents.

I also feel that I always get more toxic teammates when I am in my promos but that might just be a coincidence.

I can understand slightly more difficult opponents, since if you want to be promoted you should be playing at the rank you're wanting to be promoted to, not the prior division.

But.

I mean, it's to a point. If you're in, say, gold promos it wouldn't be fair to have bronze teammates. I mean, come on. This is still a team game, matchmaking needs some balance.

That is exactly how I feel, I would be fine with having opponents with MMR's of the division I am trying to place into because that is the level I will need to play at but I feel like my teammates shouldn't have a lower MMR than they have from my previous games.

It pisses me of when for example I'm in promos for Gold 4, but I'm getting matched up against players ranked Gold 2+ and even plats. Why do I have to beat plat players just to be in Gold 4? I know my MMR must be high, but it's BS
