Because, AP fighters like Diana exist too? We does the keystone only give AD and not AP?

It would benefit the tanks who have good base damage. Would end up making the Fighter vs Tank situation in toplane actually worse.

Diana is a diver, not really a fighter. Diana is more concerned about burst

AP is already strong enough and snowballing AP champs is a bad idea. AD you can deal with. AP GL with that one.

Because ranged burst champions like Annie would abuse it horribly. Can you imagine someone getting a free 140 AP that converts 20% of your damage to True come late game for doing nothing? Don't forget that the burn for Liandry's keeps you "in combat".
