So, does Riot WANT Feast or Famine or not?

When reading the patch notes, they mention that Kha is Feast or Famine, and while I agree, I feel like I've seen them say they don't want that. As well they shouldn't. Snowballing is one of the most frustrating things to go against. It creates that feeling of "Why should I bother, they have more kills." that breeds leavers.

But, if they DON'T want FoF champs, then why is Skarner still how he is, where, late game, he either has all of his crystals active, or none of them, making him either a monster, or worthless.
