But seriously, you buy a champ, you get 5 games before refund is disabled. With skins, you get one game. Play anymore than that, and you can't refund. When you rework a champion (not nerf/buff, but totally rework, Ala Skarner, GP, Veigar.), the refunds refresh on that champ.

How do you keep people from abusing this? With a magical tool called effort. Keep track of their refund history. If they're abusing it, it'll be obvious, and you disable their refund privileges. Bing, Bang, Boom.

That would be pretty cool. I've only ever used one refund (on Vi, who I'd purchased with RP when I had enough IP to get her that way), but I can see why other people would appreciate a shift to a more forgiving system.

I have just spent my last one, but it's more because if they're so convinced these ~~abomo-~~ ~~fuck u-~~ reworks are a good idea, we should have the ability to refund champs that they change. Beyond that, what about those of us who want to try a new champ, but miss that third week rotation? Or those of us who buy a skin based on splash art and hate the actual model.

We make this game successful. We deserve to be treated better.

Yeah, but IIRC Riot has to approve you to go on there, and they haven't been doing that. I can't find where to apply for it, if nothing else. Besides, that doesn't fix the problem of reworks.
