Understanding StormRazor and the crit changes
First of all, this will be a long post, if you want to skip all the details go to the TL;DR on the bottom, even though I will try to not write too much.
Context about pre 8.11 crit items/builds
Let's talk about the two crit builds that existed back then and the problem that these builds had:

The problem that these builds had is that these were the most hiperscaling builds for the most hiperscaling class in the game, the most lategame focused champs buying the most mid-lategame build SHOULD be punished on the EARLY, which didn't happened on the pre 8.11 for multiple reasons.
It was needed a major change and just flat numbers nerfs were not enough, the other option would've been nerfing into oblivion the already (overall) weak kits that adcs have to compensate having these strong items.
Nerf the items, nerf the base stats, nerf FleetF
(I will explain in 2 parts the 8.11 and next patchs changes) -First it came the nerfs to all the adcs stats, to be more accurate: nerf to all botlane marksman stats, because champs like Corki/Quinn/Kindred skipped these nerfs. -Nerfs to crit items, more expensive Zeal items and a worse Infinity Edge on raw stats that doubles your Crit (worth mention that with a horrible build path), the remove of Essense Reaver as a crit item to be a Lucian (and some bruisers when stomping) item, and a buff to BotrK to make Kalista mains dont suicide. -A crucial FleetF nerf to make the adcs with already nerfed base stats easier to be bullied on lane (and a Zyra buff on the same patch LUL)
If that changes shipped like that crit adcs would've been practically removed from the game, so, they released a compensation.
Understanding StormR as a "Doran item"
Why do majority of the champs start
if these items are a "waste" of gold?
It would make more sense that mages started with
, tanks with
, assasins with
, adcs with either
or
, etc
With the combination of nerfs above mentioned Rito made sure the old Crit build was the equivalent of starting with a
when every champs goes 
Sure you will scale harder, but you will be stomped on early if you play against a champ that is playing acording to the tempo and you are not.
is just the biggest Doran item in the game, you have to buy it early if you play a crit adc because if you go for the greedy path you'll be useless before min 30, but this item comes with the cost of dragging you later, because when you have 4 items you will wish that you didn't spended 2800g on a item that gives you a free crit considering that you already have 100% crit. Literally the only champs in the game that would keep StormR at full build are
and
both for unique reasons that only works for them.
Conclusion and critic to Rito's balance job on adcs and crit
-First of all I dislike what they've done to my loved (yes, I'm biased)
, this item is right now a meme item for Lucian sometimes and for some bruisers like Renek or Jax when they are stomping and they want to just stomp harder. It cant be full reverted, but I hope that they'll find a way to bring back the crit-cdr-mana item that we had since the 2015 adcs update until 8.11
-They should tweak the damm interaction with
, I dont think he's gigabroken with
but him with 600ms every shot is just bs anyway
-About ADCs overall balance: I do think that right now the marksman class is on the most balanced state it has been in years, they dont take over the game as they did pre 8.11 and neither are as weak as they were on 8.11 and 8.12. (I wont enter on the non adc botlanes theme on this post)
-About ADCs overall impact/agency: ADCs have the lowest agency in the game when we talk about soloQ out of all roles, and I do think that there's nothing wrong about that, because if the most team reliant role isn't the worst role in soloQ aka uncoordinated play, then that role will be gigabroken on coordinated play. And I acept that as an ADC main, so I tell the other adc mains that if they are expecting to solo carry and have full agency they should just go to a solo lane or jng.
-Was needed the free crit of StormR? I do think that yes, it was a good idea to force crit adcs to buy a item that gives a free crit so when they buy more items and reach 100% crit that first item loses value since the free crit only matters for the extra ms. But think about that, how else could've they done it? It's not easy to create a item that adcs are forced to buy that will lose value later.
And if divers and other champs abuse the item, nerf them as compensation of having a new and nice item. It's not a big drama for me.
TL;DR HERE Adcs were unbalanced because they were able to buy a lategame build without being weak on early, Rito nerfs the hell out of adcs and items so that build finally makes them weak early, then add a "doran" item that gives them a power spike early that loses value once they buy more items.
