The other thing is her passive mechanic is hard for people to use, even more so once she gets a lot of attack speed.
She's good but her skill curve is too high for people who want an easy pew pew damage champ. Thus, Jihn was born.

Everyone is insane in the right hands. Anyone, no matter what the champ, if skilled enough, can make a lane even or favorable.
Kalista is currently too weak in the hands of anyone below the top 2% of players to use well enough to make her good.
