But until he can't just gank with ease and clear jungle without any real issues he will be pick or banned.

Honestly his E passive armor should be change to a % of his total armor from the current flat amount. say 4/5/6/7/8% of total armor instead of 10/13/16/19/22 armor. Have it double while his flag is out and no armor given when the ability is on CD but reduce the time his flag is out to 7 seconds down from the current 8 seconds and increase the CD to 14 up from 13.

Well they are about to nerf every jungler that isn't Lee Sin or J4 so.... no.
