I don't care how many times i've been reported. I will not accept chat restrictions that are not viewed by a HUMAN BEING. These could just be people on tilt and raging, blaming other people, I could be the victim here.

If they decide you didn't deserve a punishment then the false reporters' weights go down so they don't mean as much to the system. So if they are just doing frivolous or tilted reports then the system starts caring about them less and less.
Honestly the system has seemed to really cut down on the toxicity in my games. Hasn't removed it, but I find it happening less.
