Why would a champion who can kill you easily when they are heavily protected be incapable of killing you in lane or when you're overextended, aka, alone?

Also, "lane bully" and "assassin" aren't mutually exclusive, and assassins tend to be good skirmishers.

assassins should be able to kill an exposed carry. otherwise Khazix isn't an assassin because he cannot kill a defended carry at all. similar with Akali Evelynn Katarina

Assassins that can kill a defended carry like Fizz JarvanIV Kassadin Leblanc Rengar Talon tend to get complained about a lot when they are strong.

Indeed, this.

Assassins are there to kill a carry when an opening appears. Peels get to far from them in order to fight on the front line? Carry goes too far chasing someone? Carry wandering the jungle alone and stepping on wards? These are when an assassin should be able to delete them fairly quickly, punishing them for errors.

Assassins who can kill a carry despite them being HEAVILY defended and making NO errors are bad game design and should not exist, because they will still be able to do everything balanced assassins can (kill the carry when exposed) but also mean that they can remove carries from the equation despite them / their team not making any misplays.

by your definition Akali Evelynn Katarina Khazix are not assassins though, as they cannot kill a carry that is properly guarded by their team. and I am not talking about tank akali/evelynn, but their original intended purpose of building high damage.

and no not everyone can kill an exposed carry, because try fighting kalista or ezreal as swain, they are going to rip you apart. But swain is much better sustained damage in a teamfight. Because that is what he is meant for.
