i understand he is op but what about him? i just played him with the build everyone uses, seemed pretty balanced, not saying he is tho lol

He isnt " OP " anymore. Basically pro streamer introduced certain splitpush build, where udyr does no damage, but is tanky as hell and fast and huge splitpush monster. He cant kill anything, but cant be killed either. And now we have some people with questionable intelligence coming on boards whining : NERF UDYR 2k DAMAGE WITH ONE HIT. But basically, he just waveclears like crazy. But since ZZ rot is disabled that build is kinda useless atm. But people still build other components of that build, which is reason why Udyrs winrate collapsed.
