He needs a tangible win condition to his combat that's more complex than being in range and having E off cooldown.

Villainy was a bad condition but completely removing it for unconditional powerups just puts him in the same place hes always been where hes only balanced if hes flatly worse than other lane bullied who have meaningful windows like Darius (stacks) and Renekton (fury)

It's an OK start to give him actual carry and snowball potential and be a lane bully like hes meant to be but he needs a new win condition that gives him something important to play around and for his enemies to consider when engaging him if you want the champion to be healthy in the long term.

If they made large scale changes to Garen, it'd end up like Aatrox.

I say leave him to be what he is. If he's a balance mess or if people think he sucks, leave him that way.

I will miss the whole villain thing. Having a good fight when you're in takedowns of the villains having that true damage proc transfer is awesome. Sure his ult does true damage regardless, but the true damage on his e and q against a villain was nice too.

This is why I made that post I did about him having his Juggernaut Steroid removed. But he's not getting an actual worthwhile NEW one in it's place.

He is the ONLY ONE to be having that done to him. I won't bring up Skarner because for all intents and purposes, he isn't even a Juggernaut anymore.

Darius has his Noxian Might still. Morde kept his Dragonforce up to his VGU.

But Garen ONCE AGAIN gets the short end of the stick. It is because he's supposed to be a beginner-level champion? I thought people said that about pretty well ALL Juggernauts.

I guess what I'm trying to say is this is NOT A BUFF, this is a NET NERF!

It's Riot saying, "We have no idea what to do with Garen, but we know that you have complaints about Villainy, so here, take this and shut up! Why don't you just play something flashy like Riven anyways?"

Most other fighters have something to KEEP them in a fight.

Garen does not.

Hes kinda supposed to win fights through attrition; Heals off all damage and infinite Mana.

Courage (W) Cooldown: 23/ 21 / 19 / 17 / 15 --> 24 / 21 / 18 / 15 / 12

Passive: Garen permanently gains 0.33 armor/mr per enemy unit kill 2 / 2.5 / 3 / 3.5 / 4 armor and MR upon taking damage from an Enemy champion, capping at 60 armor/MR.

For 2 / 2.75 / 3.5 / 4.25 / 5 seconds after taking Champion damage, Garen also gains 5 / 10 / 15 / 20 / 25 Armor/MR (or perhaps some value of increased healing? % DR?).

Active: Damage reduction removed, Tenacity unchanged.

This puts him more into the tank category than juggernaut, but gives Garen a clear desire to get hit as much as he can and even though he wont be extremely powerful at level 3, he scales up and even if he builds pure HP or more damage-oriented builds, he gets tons of resistance anyway. More to the point; hitting him with burst dampens follow up damage and gives him a chance to go in, but poke softens burst without %Pen behind it
