Making Sona's Speedboost Useful Early On

Song of Celerity Mana cost: 65 all levels -> 45 / 50 / 55 / 60 / 65 Duration: 3s all levels -> 2 / 2.25 / 2.5 / 2.75 / 3 (movespeed boost amount unchanged) Power Chord Bonus: 40% slow for 2 seconds -> 80% slow decaying over 2 seconds (same net slow amount)

Becomes a nice cheap way to charge up Power Chord early on without affecting late-game effectiveness. 80% decaying slow gives Power Chord more immediate presence without affecting overall ability strength
