How do dodging penalties work (specific question)

I dodged a game about 14 hours ago. I just dodged another (and there were at least 3 in between that I wanted to dodge and didn't because of the first dodge, and ended up losing all 3 terribly).

Anyways, I thought the timer between was 12 hours but just looked up and it was 16. Great... so I have a 15 minute queue penalty, fine.

However the next will be an hour. At that point, since the game would take less time, I might as well play it.

So what I want to know is, does my dodge penalty reset 16 hours after the initial dodge, or am I back to 16 hours where my penalty will increase? The latter seems really unfair since it's already been 14 hours since my previous dodge, like it just got majorly stretched out.

On a side note, why are SO MANY people trolling draft normals now... I don't even say anything in champion select other than what role I want unless (see below)... Third pick asks for AP Rek'Sai mid, obviously we don't like it so First pick calls Rek'Sai top, I'm second pick and say mid and take ahri - so he picks Kass then proceeds to ask why he wanted Rek'Sai top (as if he was going Kass top, when he was going to take Rek'Sai mid remember) then says "oh I guess Ahri is support then" (it's fairly obvious he was a mid or troll) and when I told him to go support because I had the earlier pick he said gg and picked cleanse+revive. Then I get a jungle teemo who says he's just going to sit in my lane and leech xp with stealth until level 3 then gank, which I couldn't dodge and he did and the gank failed because Yasuo just wind walled everything (although we actually won that game because Yasuo dc'd). Then I get a game with no top and a Blitz + Alistar... then it turns out they both went top and I was alone adc bot lane. It was fine early, top got an instant first blood and I was okay solo bot (although obviously my farm was pretty bad, was just trying for xp) but by 20 minutes the teamfight goes to hell (both Blitz and Alistar built full damage...). And now I get the Jungle Twitch from my previous game, who raged all game long, queued with me, and then first pick says he wants top and "I'll only say this once, if I don't get help top then I'm not grouping with you later" - so obviously he's a player who rages at his teammates for him losing lane and I'm sick of this win 1 lose 6 because of trolls streak I have going so I dodge again and hence why I have 15 minutes to complain here instead of actually playing...
