Why is it just a better version of Riven's?

I would kill for my Passive reducing my cooldowns on her.

The increased attack speed wouldn't be bad either.

Because Riven already has low cooldowns and animation cancels

Because Taric doesn't have a dash and three mini-hops to close the gap and should be appropriately rewarded for doing so
