Staff of Distortion Mana - 250 Ability Power - 30 Magic Resist - 30 Active: Time - All of your abilities that are on cooldown have their cooldown duration reduced by 50%. (1 minute cooldown)

Basically a mid-to-late game item that has a potent active letting players bypass the '40% CDR' barrier imposed at the cost of an item slot with sub-par stats. The one-minute cooldown on the active could be problematic, but since it doesn't actually force any abilities completely off cooldown, it would be a neat item to try on certain champions who have amazing ultimates or want to try a more spammy poke setup.
