Tahm doesn't even have a single ability which scales with AD.

I suggest taking the time to actual read a champ's abilities - or heaven forbid even play them - before complaining. Understanding will give you the ability to counter and play around them.

"damage item" will be better? ap or not, devour deals 500 damage with full tank build.

Tank items ARE damage items for Tahm, his abilities scale off of Health and the W deals % health damage to the target regardless.
