Will we see any minor buffs for Soraka like +base health regen due to the Coin healing nerf?
I would not mind a +2 hp regen per 5 sec base increase.

No. just land more Qs with your Increased mana. The whole point of the change was to make Coin less of a "get out of lane phase free card".
Q's are the most hard shot to land as all bot lane champs are mobile like ez, lucian, cait,siv and the list goes on to be able to dodge them. And you have to be so close to land them that you take dmg while doing it. Soraka win rate going down for a reason.
Soraka's base health regen has to be shit because of her W costing health.
