Im assuming your talking about top lane? Ranged champions like Vladimir do well vs Urgot, or champions that directly counter him like Olaf/Jax/Yasuo/Shen. Now what you really don't want to play vs Urgot is immobile melees like Darius, because they can't get away from his W. As for some general tips, try to dodge his q and e, both have start up animations, so they are not hard to sidestep, and thats basically how he starts his combo. Try and bait him fighting you in the minion wave, if he misses his q or e and you have minions, he won't get lock on for his w, and it will just shoot the minions, meaning you have opportunity to deal good damage to him for free.

Play Jax.

Jax is actually easy,if Urgot has read what his skills do. W isn't the main damage spell,so counter isn't really a problem.

Avoid getting his by his knees and his Q. If you're at lower than 50%,beware of any kind of engage,if you get hit by E you have a ministun after landing. After 6,at 25% hp start to juke or go directly in base because hw will ult you and execute you once you let your guard down.

If you accidentally get hit by his E and you know you can't duel him, escape in a way in which you get the less shotguns possible. If you can afford it, item 3076 is a good early item rush even if his W isn't the main spell he should focus on. Sustain based champs (Vladimir Maokai Swain ) or people who can escape his ult with big shields or invulnerabilities or possibilites of healing while not able to move (Gangplank Tryndamere Kayle ) can let to a tilt on urgot's side, since he won't be able to ult you as much as he wants to. People who want to dance around opponents or be near them while not being that much tanky early(Fiora Riven Irelia ) can be easy matchups forr the urgot, since he will be able to proc his passive a lot, even if you're trying to do short trades.

A good Urgot will try to use his E (the "useless" dash and flip) to evade CCs,like Trist's W,or to secure you get hit by more knees while you're still near if trying to escape. A bad Urgot will not circle around you with W to proc his passive,or will max W,or use W to farm,or go head first in teamfights.

One important thing: Lifesteal items all work actually good on Urgot,DD is the best of his options for that, but without that he has NO sustain, unlike all other juggernauts, even tho he still has their low mobility. Play a safe lane without letting him get ahead, and if he pushes (he most probably will because of his passive AoE) see if the jungler can come to secure a kill. Urgot without items is almost useless, and if he doesn't build RG he will have no way to engage you (and in fact he usually shouldn't,because he's squishier than other of his kind).

If you want to understand better Urgot,a fellow main made a guide how to play him, this guide it's more of a "early torture" style of playing him,the more used style of urgot is a kind of passive way with Fervor of Battle, waiting for enemies to make errors and capitalize on them. http://www.lolking.net/guides/426157

Know your enemies, and you've won half the battle.
