The mages you mention (barring Ryze) have kits that are much simpler to manipulate, and core mechanics in their kits are not inherently problematic. Taliyah, for example, has a pretty basic spell caster kit, and the majority of her fixes can be done via number tweaks.
Kalista, on the flip side, has problems inherently built into her kit. Her passive makes her untouchable by melee. She has vision scouting, she can save her support from a sizable range for virtually no consequences, and her infinite spear stacking mechanic makes her incredibly good at taking objectives. So many of the reasons why she's too good in competitive rest in the core design of her kit, and they're things that number tweaks alone cannot correct.
