attack speed, she will has less procs. But didn't riot said that counteritemization =/= counterplay? What if i don't have those items considering that there are only 
that reduce AS? by 15% and by 15% meanwhile she has x4 higher attack speed.

Any max build ADC can melt people. If you don't like the fact that Vayne can both do this and not get caught, perhaps you should focus more on the "not getting caught" portion of her kit and stop trying to nerf her damage.

You wouldn't necessarily 1v1 Jax, Tryn, Yi or Fiora (or most duelist, if you aren't one yourself)
She's exceptionally single-target oriented.
Also, Silver Bolts hardly makes up for any amount of her DPS, especially vs squishies. It only ends up being ~18% of her overall damage, unless she's fighting a tankier target.
Which is kind of the point of Vayne and why she is excelling now.

Are you implying a tank can't CC her hard enough for the enemy carry (AP or AD) to kill her?
However, my scenario was geared towards early/mid game anyhow.
By the time a tank has FH and Randuins, it'll be late game. And you might not think it, but it does hamper her DPS a lot, from the rhythm you're used to between autos to the actual damage you dish out.
