Was Rakan really that scary TSM?

I can't see any reason as to why TSM did not ban or pick Thresh in game 4. I get the Xayah/Rakan bot lane is a difficult one, but seriously? More so than what Thresh had done to you in the last 2 games?

That has been TSM all season. They lost in draft more then anywhere else.
