Northeast Tournament?

I was interested in putting together a tournament some where in the Northeast United States and I'm looking to see if there are any Riot approved resources available for something like this. I'm looking for a few things:

1. Resources Rules, regulations, etc. My only experience doing this in the past has been more decentralized gaming e.g. M;tG so I would imagine there are more regulations with this.

2. People Any interested parties, organizations, or what have you would be more than welcome. Or, if there's a group already doing this looking for extra help I'd love to join up.

A little bit about me, I'm currently employed as a Project Manager, and have been in event planning for all sort of events (graduations, galas, speed dating, social sports, etc.) at 4 different organizations over the the 10 years, and am currently in Grad School part time. My interest here is to create a "tournament" for league players to not only play in the same location, but also to network, mingle, and generally have a good time.

I'd be interested in fundraising and organizing things if the demand is there, but largely I think I'm more focused on the social aspect. I'm currently based in Boston, but there's a plan to move to D.C. at the end of the year, and I'm willing to travel from Portland, Maine to D.C. if I believe a genuine commitment to putting this on is there.
