Seemed like a priority thing to me. Heck my normal game from earlier I had the same debate when opting between items; didn't choose RH in the end from the result of the game momentum change. It's just in this case, the team comp is nearly on sole dependency for Turtle to carry...but he's wanting to keep himself safe. Added to several other macro nightmares, they just never got off or ahead like it could have but he was already invested. It kind of sucks honestly.
IMO RH isn't the be all end all second item anymore. I would recommend considering 
or second. (on twitch specifically)
But that only applies to the current patch. MSI is a patch behind and RH is still the best over there.
